A study of the United States' 2011 intervention in Libya under the banner of the "Responsibility to Protect.” This notion states that individual nations have a responsibility to protect their populations and that when the individual nation fails to do so; it is the responsibility of the international community to step in and aid those populations. This concept first introduced by the International Coalition on Intervention and State Sovereignty (ICISS) in 2001 and then endorsed at the 2005 World Summit by 170 heads of state.
